October–November 2025 data: 45 of 119 identified early-adopter districts responded; interviews covered 14 districts and 29 participants. The researchers coded surveys, interviews and documents. There is no causal baseline for educational benefit.

Curriculum leaders, technology directors and procurement teams may need a way to judge a growing portfolio. Ask which instructional problem each purchase addresses, whose experience is missing, and what would justify stopping a pilot. Offer a bounded portfolio review that produces an evidence plan for one priority use. The value hypothesis is better allocation of evaluation effort, not promised transformation. Local interviews should test whether the reported coordination problems apply. This selected-district study cannot supply a national adoption estimate, a causal return on investment, or proof that a customer needs a particular product.
